Property Tax Relief
March 13, 2008The Star has a detailed rundown on the property tax deal struck by lawmakers today, and it looks an awful lot like the Gov’s initial proposal.
“Leaders in the Republican-controlled Senate and Democrat-controlled House have struck a deal on major property-tax reform legislation, including constitutional caps on the taxes for most homeowners and others.
A vote by both chambers is expected on Friday, if not sooner. Top lawmakers in each chamber are today selling the proposal to their rank-and-file members. The legislature has until midnight Friday to pass House Bill 1001, the measure that includes the property-tax proposal.
All members of the House and Senate were meeting behind closed doors today to learn details of the agreement.
House Speaker B. Patrick Bauer, D-South Bend, however, did discuss a few elements of the plan before meeting with fellow Democrats.
The proposal includes the framework of Gov. Mitch Daniels’ property-tax plan, capping homeowners’ tax bills at 1percent of assessed value, 2 percent for rental properties and farmland and 3 percent for businesses.
The agreement also would include placing those caps in the state’s constitution, a concept Democrats have resisted. When asked this morning whether such a constitutional amendment would be part of the final deal, Bauer responded: “Probably.”

With the close of the state legislative session scheduled for Friday at midnight, officials of local cities and towns are bracing for the passage of property tax legislation that could significantly change the way they do business. Mishawaka Mayor Jeff Rea spoke on the status of that legislation and its possible effects during Tuesday’s county/cities forum at the Elkhart County Public Services Building

Governor Stumps for Plan
We are close to a huge breakthrough in delivering permanent property tax relief for Hoosier homeowners. Legislators from both parties have worked hard and in good faith to evaluate and improve the original plan that I proposed to them last October. I hope that, in the next week or so, I will be able to sign legislation that cuts property taxes sharply and protects against future unfair increases by capping them forever, while addressing the concerns of local governments and schools about their ability to provide services in the coming era of property tax restraint.

March 12, 2008 Critics call for Daniels, lawmakers to investigate welfare privatization
Advocates for welfare recipients said Tuesday that the rollout of Indiana’s privatized welfare system has been so flawed that Gov. Mitch Daniels and the General Assembly should immediately investigate and halt the changes if necessary. State human service chief Mitch Roob dismissed the criticisms as vague, said his agency was providing more services to people instead of less, and said the rollout is due to expand from its original 12 counties to 27 more across southern and western Indiana on March 24.

Assessor: ‘Re-do’ may ‘bankrupt this county’
Marion County township assessors hit the Statehouse on Tuesday, predicting a major financial disaster if new property assessments ordered by the governor are approved by the Department of Local Government Finance. “If this goes through, it is going to bankrupt this county,” Franklin Township Assessor Becky Williams said.

Citizens of Delaware County for Property Tax Repeal is concerned that special interest groups hold too much influence in property tax reform efforts.
About 50 taxpayers from Delaware County urged Gov. Mitch Daniels on Tuesday to keep up the late-session push for property tax relief. The taxpayers, members of Citizens of Delaware County for Property Tax Repeal, arrived at the Statehouse together in a coach bus.

Immigration Reform Gets Late Appeal
Two coordinators of Northwest Indiana’s anti-illegal immigrant movement took part in a late session plea Tuesday for lawmakers to enact a tough proposal aimed at ending the hiring of illegals across the state. Indiana Federation for Immigration Reform and Enforcement state director Cheree Calabro of Valparaiso and Greg Serbon, the group’s Lake County director, joined legislators at a news conference to urge passage of Senate Bill 345.

March 11, 2008 Immigration bill’s backers pitch deal
Two state lawmakers who are key backers of the three-strikes immigration bills are making another effort to get their legislation passed before the Legislature’s session adjourns Friday night. The Senate author of the original three-strikes bill, Sen. Mike Delph, R-Carmel, and House sponsor, Rep. Vern Tincher, D-Terre Haute, unveiled a compromise version Monday they hope both parties and chambers will accept.

State reaches out to teenagers
The numbers were sobering: One in five Indiana high school students had packed a weapon. More than half had tried cigarettes, and nearly half had had sex. One in seven weighed too much, one in 14 tried killing themselves. Those statistics from a survey last year told policymakers they need to get teenagers thinking about the risks associated with certain actions if they’re going to cut into that behavior.
